Southwest Plan Amendment Background
The Southwest Community General Plan amendment covers an area of approximately 1700 acres of land in the northeast portion of the community, including some 603 acres that was formerly part of Salt Lake County’s Herriman Community Plan. This amendment was commissioned by the Salt Lake County Council in response to the rapid rate of development in the nearby city of Herriman, and the potential of this portion of the Southwest Community to be developed into residential lots. Over a period of several months, public input has been sought through: a community open house, verbal, written, and electronic response, planning commission hearings, meetings with concerned property owners, and County Council Hearings. The input received was helpful in identifying the following issues:
- How can development occur in such a way as to allow new lots while protecting the rights of existing property owners with horses or other animals?
- What can be done to ensure that the re-development of the various existing five and ten acre parcels into residential subdivisions results in a cohesive, well-planned community?
- How does Herriman City’s annexation plan affect the area?
- Who will supply water and sewer service to the area?
- What other land uses should accompany the residential neighborhoods--commercial ground, parks, schools, churches, open space, equestrian trails?
- What major road improvements will be necessary to accommodate traffic?
- What policies should be implemented to guide development in such a way as to provide for the needed infrastructure?
- Can new development serve to decrease rather than increase the danger of brush fires in the adjoining hillside areas?
The primary concern of Salt Lake County is the quality of life for all residents (current and future) of the Southwest Community. With this and the above issues in mind, a draft plan amendment was written and presented to the County Planning Commission for public hearings July 25 and August 22, and hearings before the County Council November 27, 2007, and January 22, 2008. The Council adopted the plan amendment by resolution February 5, 2008.
