How To Apply For A Phone And Mail Home Occupation
The Phone and Mail Application is a short form and can be
approved while you wait. To qualify for a Phone and Mail Home Occupation, you
must be able to meet all of the following conditions.
- Business transactions conducted at the home are done only by phone and/or mail;
- There are no customers or employees coming to the home;
- Except for the resident's personal transportation, there shall be no vehicles,
equipment, or merchandise stock on the property (personal transportation
means automobiles or one pickup truck). Equipment for the business is limited
to a desk, drafting table, home computer, answering machine, and other miscellaneous
office equipment;
- Only the resident of the home may be involved in the portion of the business
conducted at the home;
- No accessory buildings may be involved in the business (e.g., a storage shed).
- No signs are allowed on the property.
Note: If you are not the owner of the home where you will
be conducting business it is necessary for the property owner to sign the
Phone and Mail Application authorizing you to do business on the property.
How To Apply For A Conditional Use Home Occupation
- Meet with a Planning and Development Services Information Specialist and
describe what type of business you plan to operate from your home. The Information
Specialist will provide to you the proper application form. It is necessary
for you to submit the following materials:
- A Legal description of the parcel;
- A current lined aerial plat;
Outline subject property in a red marker
If people will be coming to the home as a result of the business you will also need to submit:
- Property owners’ list;
Print names, addresses on labels
- These items can be obtained from:

- When you have completed the Home Occupation Conditional Use Application
form and have the necessary materials submit the application and pay application fees.
Note: You are required to meet with a Planner to go over your application when you submit it.
The planner will be able to inform you how your application will be processed.
Deficient applications will not be accepted.
- If people will be coming to the home as a result of the business contact
the appropriate Community Council representative. It will be necessary for
you to attend a regularly scheduled Council meeting to present your proposal.
After this meeting the Council will make a recommendation to the Planning
and Development Services Division.
- If people will be coming to the home as a result of the business a letter
will be sent to you and your neighbors by the Planning and Development Services
Division with information about your request.
- Various County agencies (Fire, Building Inspection, City-County Health,
etc.) will review your request and make recommendations to the Planning and
Development Services staff. It is the applicant’s responsibility to follow
up with the various agencies to complete their specific requirements.
Note: In addition to the application fees you may be required to pay for inspections
by other departments.
- Contact the Planning and Development Services Division after the staff
decision date or after the Planning Commission decision to review further
requirements before a final use permit is issued.
- When your final Home Occupation use permit is approved, apply for a business
license at:

Appeal Process - If your application is denied by staff or
you disagree with conditions required for the approval of the application
you have 10 (ten) days in which to appeal. It will be necessary for you to
attend a Planning Commission meeting. You will be notified of this public meeting
date at which you should be prepared to present your proposal in detail and answer questions.

I want to run a business out of my home. What do I need to do?
If you are conducting business from your home you will need
to obtain zoning approval by applying for a Home Occupation. The Salt Lake
County Zoning Ordinance allows businesses to be conducted from residences
provided the business does not change the character of the home. The business
must be operated by the resident, conducted in only a portion of the home,
and in most cases, is a part time business.
What approvals do I need for my business?
There are three types of businesses classified as Home Occupations.
A business using the home as an office (i.e., to receive mail, conduct paper
work, and take phone calls) is referred to as a Phone and Mail Home Occupation.
A business that involves preparation or production (i.e., crafts, floral arrangements,
etc.) where no customers will be coming to the home is referred to as a Conditional
Use Home Occupation without Customers. A business involving more than a basic
office (example: tax service, repair shops, salon, etc.) is referred to as
a Conditional Use Home Occupation with Customers.
Do I need a business license to operate a business from my home?
Yes. You may not conduct a business until a Home Occupation Permit has been
issued and you have obtained a business license.
